so DW usually happens below 40mph, the beads need highway speeds to work, anything slower and you still have out of balance wheels... got it

Yep! You have to hit highway speeds for some amount of time to distribute the beads and then slow down to the speed limit so they stay in their “balanced” position. Good excuse for when you get pulled over for speeding in a 35 zone or excessive acceleration off the line. But officer, mah beeeeads!
